:: Higher Education Opportunity Act (HEOA) ::
The Higher Education Opportunity Act (HEOA) was signed by President Bush on Aug. 14, 2008, to reauthorize the Higher Education Act (HEA). The HEA governs federal student aid and grants to institutions of higher education and hadn't been reauthorized since 1998.
